I am unsure which aftercare code to use for a fracture, traumatic, of the superior and inferior pubic rami. Would it fall under "pelvis V54.19" or would be considered "hip V54.23" Thanks for your thoughts, and if anyone could explain what exactly is covered under pelvis, and what is under hip?

For aftercare of a superior and inferior pubic rami fracture I would recommend V54.19 (pelvis), and not V54.23 ( hip). My rationale for not using V54.23 for the pubic rami is that when you index "fracture, hip (closed)(see also Fracture, femur, neck) the default code is 820.8 which is in the category 820 - Fracture of neck of femur. That category does not include pelvic fractures. In contrast, category 808 - Fracture of pelvis - includes fractures of the acetabulum, pubis, ischium, and ilium. So V54.19 would be used for aftercare of those particular fractures.
